BLM Accepting Public Comments on Bly Tunnel

June 30, 2009 - The Bureau of Land Management is accepting public comments on issues that should be considered when the agency analyzes options regarding a bypass pipe in the plug of the Bly Tunnel at the east shore of Eagle Lake.

Written comments will be accepted until Tuesday, Aug. 4. The BLM staff will use them in determining a range of alternatives to be analyzed.

Comments should be sent to: Bureau of Land Management, 2950 Riverside Dr., Susanville, CA 96130, or sent by email to the BLM Eagle Lake Field Office, at ca350@ca.blm.gov.

"At a minimum, we will look at the effects of keeping the bypass pipe open or closing it," said Dayne Barron, manager of the BLM Eagle Lake Field Office in Susanville. "The comments received during this scoping period may suggest other alternatives for us to consider."

At a June 18 meeting of the Eagle Lake Interagency Board of Directors, Barron said the BLM decided to begin an environmental assessment after the California Water Resources Control Board issued an opinion that there are no downstream water rights to flow originating in the tunnel.

The BLM plugged the Bly Tunnel, a failed 1920s irrigation project, in 1986, and installed a small pipe to allow flow of accumulating water to downstream users.
